On December 9, 2024, Rep. Courtney highlighted an issue affecting Scotland, Connecticut, a town with fewer than 1,600 residents but six zip codes. He noted that the House would vote on H.R. 8753 to provide Scotland and 44 other small towns nationwide with a single zip code. “I spoke on the House floor, urging my colleagues to pass this solution to a ridiculous issue.”

On December 11, 2024, he announced the passage of the final version of the Water Resources and Development Act of 2024 by the House. This bill includes provisions he advocated for regarding Sub Base New London and improvements for waterways, ports, and ecosystems in Connecticut’s shoreline towns. “Great news for Connecticut’s shoreline towns.”

Later that day, Rep. Courtney confirmed that the House had passed legislation addressing Scotland’s zip code issue: “The voices of Scotland residents have been heard loud and clear in Washington.” He described resolving this matter as addressing “this Monty Python-esque absurdity.”
